Consultant (Firm) for the Audit of the Project Financial Statements (PFS)

The Government of the Republic of Cape Verde has received funding of approximately Four and a half million United States Dollars (USD 4.5 million) equivalent to three million Special Drawing Rights (SDR 3,000,000), Project ID: P107456 - Credit # 4717-CV from the International Development Association (IDA) to assist the Government of Cape Verde in its efforts to reduce the cost of doing business, diversify the target regions receiving foreign investments and enhance opportunities for Small and Medium Enterprises (SMEs) to access public procurement. The SME&EG project consists of three components: Enhancing SME Business Opportunities, Improving Government Capacity and Supporting Project Implementation

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES)

With the aim to provide full support to project implementation including, administration, procurement, financial management and monitoring and evaluation, and to enable the auditor to express a professional opinion on the Small and Medium Enterprise Capacity Building and Economic Governance Project’s financial position at the end of each fiscal year for the period 2011- 2013, namely resources received and expenditures incurred during each accounting period ending on December 31 as reported by the PFS, and an opinion on the Statement of Expenditures. The SME&EG project intends, through the acquisition of audit consultants’ services, procure a firm to conduct the activities as indicated below: The objective of the audit of the Project Financial Statement (PSF) is to enable the auditor to express a professional opinion on the Small and Medium Enterprise Capacity Building and Economic Governance Project’s financial position at the end of each fiscal year for the period 2011 - 2013, namely resources received and expenditures incurred during each accounting period ending on December 31 as reported by the PFS, and an opinion on the Statement of Expenditures. The work will include:

a) Auditing if all external funds have been used in accordance with the conditions of the relevant financing agreements, with due attention to economy and efficiency, and only for the purposed for which the financing was provided;

b) Auditing if counterpart funds have been provided and used in accordance with the relevant financing agreements, with due attention to economy and efficiency, and only for the purposes for which they were provided;

c) Auditing if goods and services financed have been procured in accordance with the relevant financing agreement;

d) Auditing if all necessary supporting documents, records, and accounts have been kept in respect of all project ventures [including expenditures reported via SOEs or SAs]. Clear linkages should exist between the books of account and reports presented to the Bank.

e) Auditing if the Special Accounts have been maintained in accordance with the provisions of the relevant financing agreement;

f) Auditing if the Project accounts have been prepared in accordance with consistently applied International Accounting Standards and gives a true and fair view of the financial situation of the project at the end of each Fiscal Year, as well as the resources and expenditures for the year ended on these date.

The SME&EG project now invites eligible firms to indicate their interest in providing the above mentioned services. Interested firms must present information confirming that they are qualified to provide the requested services. The firm´s required skills and experience include:

• Firm experience. Description of similar assignments/projects related to proposed work. • Project Management and Key Personnel. Considerations include: 1. Background and training; 2. Curriculum and years of demonstrated experience of project team members; and 3. Individual experience related to proposed work that demonstrated an understanding of the specific work to be performed.

A Firm will be selected in accordance to the procedures set out in the IDA Credits/Selection and Employment of Consultants Guidelines by WB Borrowers, dated May 2004 and revised October, 2006 that can be found at www. procurementguidelinesworldbank.org.
